Departments
City Clerk
The City Clerk assists Jeannette City Council to plan, manage and coordinate clerical duties. The City Clerk is responsible for recording the minutes of Council meetings, recording and maintaining most municipal documents, preparing meeting agendas, and issuing public correspondence. The City Clerk is also responsible for Right To Know requests.

Police
The City of Jeannette Police Department is a full-service law enforcement agency. Police Chief Donald J. Johnston, Jr. leads a department of 12 full time officers. The department boasts a working relationship with the Pennsylvania Office of Attorney General drug task force and co-op programs such as the Jeannette School District Student Resource Officer program. Fire BureauThe City of Jeannette Fire Department is tasked with fire protection to the City of Jeannette while providing support to surrounding communities. Fire Chief William Frye operates a department with a full-time staff of paid professionals providing continuous 24/7 coverage to the municipality. Jeannette is proud to have the only full service department in Westmoreland County.
The Bureau's Fire Prevention Program educates the public regarding fire prevention, fire safety, and operates a smoke detector program to ensure that all residents have operating smoke detectors. Captain Matijevic is the Fire Prevention Officer and he conducts an annual program in October where he contacts every student of the Jeannette City School district regarding fire safety.

Code EnforcementThe Department of Building and Code enforcement conducts inspections of residential and commercial properties.
The Pennsylvania Uniform Construction Code is implemented for the protection of the health, safety and welfare of the public and the environment. The City has also adopted the International Property Maintenance Code to regulate the minimum maintenance of existing properties. The Department also administers Subdivision, Land Development and Zoning Ordinances in addition to administering all applications pertaining to land development and zoning. |

City Treasurer
The City Treasurer is an elected position and is responsible to the electorate for overseeing the custody of the City monies. The City Treasurer is authorized to be the collection agent for the City, County and School Real Estate and Per Capita Taxes.
The Treasurer's Office is also tasked with the distribution and collection of sanitation billing and payments. |
Public Works
The Street Department is responsible for the management and supervision of all activities relating to streets, storm water drainage, leaf waste collection, parks and facility maintenance, building and grounds maintenance.

Community DevelopmentThe Community Development department is run jointly by the City Clerk and the CFO. Mr. Bish and Mrs. Waugaman administer many development projects including first time homebuyer assistance, façade improvement programs, commercial property improvement programs, and job development loans.

City Engineer
The City Engineer provides support to the City including the Community Development Department, the Public Works Department, as well as other City departments.
The Engineer assists with contract administration of City road construction, reconstruction and maintenance projects. The engineer will process permit applications for construction or demolition work occurring within City right-of-way and/or involving public services & utilities. |
City Solicitor
The City Solicitor provides legal advice and representation to the City Clerk, City Council and the officers, employees, boards and commissions of the City of Jeannette. As general legal counsel to the City, the City Solicitor is prohibited from providing legal representation or legal advice to members of the general public relative to City of Jeannette matters.
The City Solicitor is charged with the production and review of contracts; the drafting of conveyance documents, including eminent domain orders, deeds, easements, leases, releases, loan documents, contracts of any nature; the drafting of proposed ordinances, and City Council orders. The City Solicitor also investigates all claims made against the City and administers the same in accordance with applicable provisions of law. |
Parks & RecreationThe Recreation Program provides a variety of enjoyable, affordable events, programs and opportunities throughout the year for the Jeannette community. It is also dedicated to being a resource in providing athletics information to community members for programs in the City.
The City of Jeannette has over 8 parks and playgrounds which are overseen by the Recreation Department. Each of these parks and playgrounds have different amenities to offer City residents. Please contact the Department to inquire about pavilion or park rentals. |
Sanitation Department
The Sanitation Department is responsible for the collection of refuse (garbage) and Recyclables (Clear Glass, Metal Cans, Newspaper) for the city residents.
Commercial businesses can utilize regular bag collection of refuse or a dumpster. Refuse for residential customers is collected weekly. Recyclables are collected in City Issued buckets every-other week. You can obtain the buckets at the Tax Office at City Hall. The department is not responsible for any garbage cans and containers that residents use to dispose of their garbage. Garbage should be placed in specifically designated plastic garbage bags which may be purchased at the City Treasurer's office. Limbs and bulky waste (sofas, chairs, etc.) are to be picked up upon purchase of a corresponding sticker. Large item stickers may be purchased at the City Treasurer's Office. |

Boards and Commissions
Planning Commission
The Jeannette Planning Commission was re-established by the City of Jeannette in 2016 to assist with the development and future planning needs of the City.

Redevelopment Authority
The Jeannette Redevelopment Authority was established by the City of Jeannette to redevelop and rehabilitate blighted areas and to prevent property deterioration in other areas.

Zoning Hearing Board
The ZHB purpose is to help assure fair and equitable application and administration of the zoning ordinances by hearing appeals on the zoning officer’s determinations and by granting relief from the literal enforcement of the ordinance in certain hardship situations.
